About URDT

Uganda Rural Development and Training programme (URDT), in partnership with the Mastercard Foundation and in consortium with AFARD, is implementing the five-year Sustainable Inclusive Young Employment Pathways (SIYEP) under the Uganda Rural Development and Training Institute (URDT-I). In support of this initiative, URDT-I seeks to recruit one a qualified and independent Internal Auditor to ensure strong financial governance, accountability, and compliance with donor and institutional requirements,

URDT aims to empower 50,000 young women aged 18–35 across 20 districts and 4 refugee settlements in Uganda, with the goal of enabling 35,000 participants to transition into dignified and sustainable employment within the high-growth sectors of Construction, Tourism, and Agriculture. Central to achieving this goal is ensuring that young women with disabilities are meaningfully included and supported throughout the project cycle.

URDT is therefore seeking a highly competent, ethical, and detail-oriented professional with strong expertise in internal auditing to join the organization and the SIYEP team. The successful candidate will be driven by a commitment to integrity, accountability, and sound governance, and will play a critical role in strengthening financial stewardship, risk management, and compliance in support of the URDT programmes.

Job Summary

The Internal Auditor will provide independent and objective assurance on the adequacy and effectiveness of internal controls, risk management, financial management, and compliance systems for the SIYEP Project. The role will support management and the Board in safeguarding programme resources and ensuring compliance with Mastercard Foundation, consortium, and statutory requirements.

Roles & Responsibilities

  • Develop and implement a risk-based internal audit plan for the URDT programs in line with URDT policies, donor requirements, and international auditing standards.
  • Review and assess the adequacy and effectiveness of internal controls, financial management systems, procurement processes, and asset management.
  • Conduct regular audits of program expenditures, grants, and financial transactions to ensure accuracy, propriety, and value for money.
  • Assess compliance with Partner grant agreements, , URDT-I policies, and applicable laws and regulations.
  • Review program systems related to procurement, logistics, payroll, safeguarding of assets, and partner fund management.
  • Prepare timely, clear, and actionable audit reports highlighting findings, risks, and recommendations, and follow up on the implementation of agreed management actions.
  • Provide advisory support to program management on risk mitigation, internal control improvements, and governance matters without compromising independence.
  • Coordinate with external auditors, consortium partners, and relevant oversight bodies as required.
  • Develop Annual risk-based internal audit plan, ensure there approve, and implementation (100% completion annually).
  • Uphold compliance with established financial systems and represent the organization in accordance with applicable financial regulatory frameworks, including the Financial Institutions Act (FIA).

Required Skills and Competencies:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field; a Master’s degree is an added advantage.
  • Professional qualification such as CPA, ACCA, CIA, or equivalent is mandatory.
  • Minimum of 3-5 years’ relevant experience in internal auditing, preferably within donor-funded or NGO programme environments.
  • Strong knowledge of financial management, procurement, and compliance requirements for large donor-funded projects.
  • Demonstrated experience applying risk-based auditing and internal control frameworks.
  • High level of integrity, independence, and professional judgement.
  • Excellent analytical, reporting, and communication skills.
