About URDT
Uganda Rural Development and Training programme (URDT), in partnership with the Mastercard Foundation and in consortium with AFARD, is implementing the five-year Sustainable Inclusive Young Employment Pathways (SIYEP) under the Uganda Rural Development and Training Institute (URDT-I). In support of this initiative, URDT-I seeks to recruit one a qualified and independent Internal Auditor to ensure strong financial governance, accountability, and compliance with donor and institutional requirements,
URDT aims to empower 50,000 young women aged 18–35 across 20 districts and 4 refugee settlements in Uganda, with the goal of enabling 35,000 participants to transition into dignified and sustainable employment within the high-growth sectors of Construction, Tourism, and Agriculture. Central to achieving this goal is ensuring that young women with disabilities are meaningfully included and supported throughout the project cycle.
URDT is therefore seeking a highly competent, ethical, and detail-oriented professional with strong expertise in internal auditing to join the organization and the SIYEP team. The successful candidate will be driven by a commitment to integrity, accountability, and sound governance, and will play a critical role in strengthening financial stewardship, risk management, and compliance in support of the URDT programmes.

Job Summary
The Disability Inclusion Lead will ensure disability inclusion is effectively integrated across the SIYEP Program. The role will promote equitable access, reasonable accommodation, and meaningful participation of young people with disabilities. Working with partners and employers, the position will strengthen inclusive programming and pathways to dignified work. The role will also build staff capacity and embed inclusive practices within program systems.
Roles & Responsibilities
- Lead the design and implementation of disability-inclusive strategies that enhance outreach, participation, retention, and employment outcomes for young women with disabilities.
- Integrate disability inclusion actions, targets, and indicators within the SIYEP Access and Participation Plan.
- Ensure appropriate, coordinated support mechanisms for participants with physical, sensory, psychosocial, and learning disabilities.
- Lead disability-responsive risk assessments, Health and Safety procedures, and evacuation planning for program activities.
- Provide technical guidance to program teams and the Safeguarding Officer to ensure consistent, disability-responsive safeguarding and duty-of-care practices.
- Collaborate with HR to mainstream disability inclusion in recruitment, onboarding, staff development, and workplace practices.
- Conduct disability inclusion analyses of program data, policies, and practices to inform decision-making and adaptive management.
- Support and deliver disability awareness, inclusion, and anti-bias capacity-building initiatives for staff and participants.
- Provide technical support to consortium partners to integrate disability inclusion into program design, delivery models, safeguards, and monitoring systems.
- Promote harmonized disability inclusion standards and shared learning across consortium partners.
- Assess partner systems and support improvements to ensure inclusive, safe, and compliant implementation.
- Build and manage partnerships with Disabled Persons’ Organizations (DPOs), government entities, private sector actors, and civil society stakeholders.
- Contribute to the development and implementation of a disability inclusion monitoring and learning framework aligned with national, regional, and global standards.
- Develop and support dissemination of advocacy materials, policy briefs, case studies, and learning products highlighting inclusive youth employment outcomes.
- Monitor, document, and report on disability inclusion progress against agreed targets and donor requirements.
Required Skills and Competencies:
- Advanced degree in Social Sciences, Disability Studies, Development Studies, Gender Studies, or a related field.
- At least 3–5 years’ experience in disability inclusion within youth employment, education, livelihoods, or related development programs.
- Proven experience working with donor-funded and consortium-based programs.
- Strong knowledge of rights-based approaches to disability, safeguarding standards, and inclusive development frameworks.
- Demonstrated ability to work collaboratively with diverse teams and stakeholders.
- Excellent communication, facilitation, and reporting skills.
